University Priority One: Develop and implement campus wide plans
Minnesota State University, Mankato will develop a marketing plan to promote MSU, Mankato as a "modern university" known for providing relevant, high quality undergraduate and graduate programs throughout the region and state. Minnesota State University, Mankato will develop an enrollment management plan to determine the overall size of the university and the composition of the student body. These goals, in turn, will guide the established goals for the recruitment and retention of undergraduate and graduate students as well as the target populations identified as integral to the student body of a modern university. Minnesota State University, Mankato will continue activities related to the development and refinement of the University's Campus Master Plan, including the integration of an outdoor recreation and athletic plan and the facilities plans developed for the Student Union and Residential Life. The Campus Master Plan will become a living guide for all facilities activities on campus. Minnesota State University, Mankato will increase financial support from the private sector.
College of Education (COE) Goals:
1. The COE will support the research and service efforts of faculty that directly respond to state and local needs/contexts by providing professional development, mentoring, collaboration, instruction, and other assistance.
2. The COE will engage in an on-going academic master planning process using data from our assessment system, and needs assessment information from schools and communities to create and enhance programs and courses.
3. The COE will advocate and plan for office and classroom facilities that are configured and equipped to meet instructional and programmatic needs.
University Priority Two: Promote diversity
Minnesota State University, Mankato will develop a comprehensive institution-wide diversity plan. The plan will identify and implement strategies for searching, hiring and retaining a diverse faculty and staff and for recruiting and retaining students of diverse backgrounds. In developing a diversity plan, the task force will review and assess existing plans for diversity at MSU. Unit directors and administrators providing diversity-related services and programs may be asked to present draft plans to the task force for discussion and recommendation. As part of their charge, the task force may make recommendations to accept an existing plan, modify the plan, request and/or develop and adopt an entirely new plan.

4. The College of Education will energetically implement its newly approved diversity and affirmative action plans.
University Priority Three: establish a distance learning plan
Minnesota State University, Mankato will create an administrative structure and funding mechanisms that will support high quality distance learning instruction.
College of Education (COE) Goal:
5. The College of Education will continuously enhance and improve the access to technology for instruction and research, will update and build coherence of technology requirements across all programs, and will implement progressive professional development to support hybrid and distance courses, technology-supported clinical experiences, and technology-supported partnership work including meetings, assessment activity, and customized professional development.
University Priority Four: Review and enhance graduate education
Minnesota State University, Mankato will create funding mechanisms which permit the University to grow and improve select graduate programs (on-campus, off campus, technologically mediated distance, and hybrid). Based on market studies, legitimate needs of the region, and affordability, the University will reinstate, modify, expand, and create graduate programs as appropriate.
College of Education (COE) Goals:
6. The COE will enhance graduate education by examining and revising graduate loads (teaching, advising, research, and service) that will advance quality and vitality of the programs.
7. The COE will develop new programs based on needs assessment data from current and potential students, partners, and outside organizations.
8. The COE will focus energies on examining how priority learning areas and themes within the conceptual framework (reflection, diversity, technology, differentiated instruction, etc.) are taught across the curricula of our graduate professional education programs.
9. The COE will prepare a plan for establishing high quality doctoral programs.
University Priority Five: Enhance academic excellence in undergraduate studies
Minnesota State University, Mankato will continue to assess and improve academic programs, and uphold and strengthen standards for academic achievement. In developing an academic master plan to enhance academic excellence in undergraduate studies, the committee will review and assess existing academic assessment reports and processes, will review additional data already collected on academic programs, and may call for departments and programs to provide new data on academic programs. The committee may also review existing and proposed curriculum and policy.
College of Education (COE) Goal:
10. The COE will implement data/assessment systems that allow consideration of student learning indicators in order to make decisions regarding program quality and coherence.
11. The COE will focus energies on examining how priority learning areas and themes within the conceptual framework (reflection, diversity, technology, differentiated instruction, etc.) are taught across the curricula of our undergraduate professional education programs.
University Priority Six: COE Climate
College of Education (COE) Goals:12. The COE will aspire to be a learning organization guided by the principles of understanding, honesty, openness, directness, and good will. Our policies, procedures, standards of performance, and expectations must be lofty and shared.
13. The COE will create a structure whereby faculty members are able to freely exchange ideas related to teaching practices, philosophies, and important ideas in education. Included in this discussion will be an evaluation of the NCATE process in terms of our large goals.
14. The COE will begin to explore areas of collaboration between departments. These areas of collaboration could involve new programs (e.g., MSTL, doctoral programs) and also, making the best use of faculty resources, talent, and experience
University Priority Seven: Development
College of Education (COE) Goals:15. The COE will implement communications, marketing, and development plans first to build a broader sense of connectedness with and to alumni, emeritus faculty, partners, and other constituents and donors.
16. The COE will increase donations to support candidate scholarships, student and faculty travel and professional development, and programs.
University Priority Eight: Professional Development
College of Education (COE) Goals:17. The COE will recognize and celebrate scholarly achievement of our faculty.
18. The COE will encourage and implement a full array of professional development opportunities.
University Priority Nine: Leadership
College of Education (COE) Goal:19. The COE will maintain and enhance our presence in state and national education dialogues and policy development. Members of the college and our partners will play active roles in the development of positions and models of response.
