Licensure to teach in Minnesota is based on a system of program approval. The Board of Teaching must approve institutions before programs leading to licensure can be approved. MN Rule 8700.7600 contains the standards for institutional and program approval. Continuing approval of licensure programs is based on evidence of program effectiveness and candidate competency. The PEPER Coordinator oversees the assessment and reporting related to program approval.

PEPER Coordinator Role and Responsibilities


  • Coordinate curriculum mapping with program faculty, specifically:
    • review standards and courses from previous matrix
    • determine emphasis of common themes such as literacy, diversity, technology, differentiation
    • completion of Form 1-C with courses and standards
  • Coordinate curriculum change process through UCAP
    • Curriculum mapping results
    • Changes based on assessment data
    • Revise bulletin copy to match program changes
    • Describe program changes since the previous submission
  • Coordinate syllabus collection
    • review for quality and detail
    • work with faculty to assist in development when needed
  • Coordinate completion of Form 1-D containing evidence of learning and assessment for primary courses addressing standards
    • Supervise copying and pasting onto form
    • Check for missing and weak coverage
  • Review faculty qualifications
  • If an advisory committee does not exist, organize committee and set meetings
  • If an advisory committee does exist, set meetings
  • Assessment data report
    • Collect assessment data showing multi-year trends
    • Develop tables of assessment data
    • Provide analysis of assessment data
